We must give respect foremost to our family and relatives and then to our neighbors. If we are all children of Adam AS then we are all relatives technically speaking. So how can we really prioritize the neighbors if technically they are somewhere in rankings of relatives. But the solution is truly quite simple. Despite the numerous degrees of relatives and that we have up to a billion ancestors 30 generations above, we are only aware of a limited number of relatives. So ...the priority would go to those relatives you have knowledge of and then your neighbors nearest to farthest. Everyone's proximity is a certainty but there nearness of relation is mostly lost in historical knowledge or uncertain at best. I am not recommending to run out and buy DNA testing kits to start ranking your neighbors nearness in terms of common bloodlines either. The relatives who are important to be termed as relatives are the ones one is familiar already with due to introduction through family. Relatives are the ones you visit on a routine basis or who visit you. The human mind can only extend out so far in this regard. So after about 10 or so degrees of separation its so many people that it would be extremely difficult to memorize and even if memorized it would be difficult to make productive use of such knowledge. Ultimately the practical aspect comes into play here. I can't give a scholarly definition of relative but at least I am trying to clarify this issue. And Allah knows best.
